Understanding ADP Funding for Mobility Devices in Ontario: A Guide for Older Adults

As we age, maintaining mobility and independence becomes increasingly important. Thankfully, in Ontario, there is a program that helps older adults get the support they need to stay active and mobile – the Assistive Devices Program (ADP).

This program provides funding for a range of mobility devices, including wheelchairs, walkers, and scooters. In this blog, we’ll explore how you can access this funding, who qualifies, how much ADP covers, who does not qualify, and the specific services offered by Natalie Lehto, a Registered Physiotherapist and ADP Authorizer at Fit for Life Physiotherapy in Burlington, Ontario, who specializes in assessments for walkers.

What is ADP Funding?

The Assistive Devices Program (ADP) is an Ontario government initiative designed to help residents with disabilities by covering a portion of the costs of mobility aids, including devices that assist with walking, sitting, or transferring.

The funding helps make mobility aids more affordable for those who need them most, ensuring that older adults and individuals with disabilities can maintain their independence and quality of life.

Who Qualifies
for ADP Funding?

To be eligible for ADP funding for mobility devices in Ontario, you must meet the following criteria:

  1. Age: ADP funding is available for Ontarians aged 19 and older. For seniors, this is especially beneficial as the need for mobility devices often increases with age.

  2. Residency: You must be a resident of Ontario and covered by the Ontario Health Insurance Plan (OHIP).

  3. Medical Need: ADP funding is provided based on medical necessity. A healthcare professional, such as a physiotherapist, will need to assess your mobility needs and recommend a specific device.

  4. Income: While ADP does not have a strict income requirement, the program is designed to help those who need financial assistance in obtaining mobility devices. However, the amount covered by ADP may vary depending on the device and the specific circumstances.

How Much Does ADP Cover?

ADP provides partial funding for mobility devices. The funding amount typically covers:

  • 75% of the cost of approved mobility devices, such as wheelchairs, scooters, and walkers.
  • The remaining 25% is the responsibility of the individual or their insurance provider.

Who Does
Not Qualify for ADP Funding?

While ADP is designed to help many people access mobility aids, there are certain situations where individuals may not qualify for funding:

  1. Non-residents of Ontario: If you are not a resident of Ontario or are not covered under OHIP, you will not be eligible for ADP funding.

  2. Cosmetic or non-medically necessary devices: If the device is not deemed medically necessary, ADP will not fund it. For example, devices that are for cosmetic purposes or for comfort (such as luxury chairs or non-prescribed scooters) do not qualify.

  3. Devices used solely for recreational purposes: ADP only funds devices that are necessary for your daily activities and mobility. If a device is only for recreational use and is not considered essential to daily life, it may not be covered.

  4. Ineligibility due to age: ADP funding is available for individuals aged 19 and older. If you are under 19, you will not be able to access ADP funding for mobility devices, although other funding programs may be available for children and youth.

  5. Devices already covered by other funding sources: If your mobility device is already covered by another funding program, such as WSIB or Veterans Affairs.

How to Get Assessed for ADP Funding

Getting the funding you need starts with a clinical assessment. This is a process in which a healthcare professional evaluates your mobility needs and determines which devices will best support your health and independence.

The assessment involves:

  1. Consultation: You will meet with a Registered Physiotherapist (PT) or another healthcare professional who is authorized by the ADP. During the consultation, your mobility challenges, health conditions, and specific needs will be discussed.

  2. Device Recommendations: Based on your physical abilities and goals, the healthcare professional will recommend the most suitable mobility device(s). This might include a walker, manual or power wheelchair, scooter, or other aids.

  3. ADP Authorization: Once the appropriate device is selected, the healthcare professional will complete the ADP forms on your behalf. If your application is approved, you will receive financial support for part of the cost of the device.

  4. Referral to ADP Vendors: After the assessment, the healthcare provider will provide you with a list of local approved ADP vendors who can provide the recommended device. These vendors are registered with ADP and are authorized to provide devices that meet the program’s standards.

  5. Follow-Up and Support: After receiving the mobility aid, a follow-up appointment will be scheduled to ensure that the device is meeting your needs and to make any necessary adjustments.
